Hi,

I think the control you're referring to is the Sync Stabilizer(marked SYNC STAB on the chassis). It's also sometimes referred to as the noise limiter control. That control adjusts the signal to noise ratio of the sync pulse going to the vertical and horizontal sync circuits. Generally you adjust it until overloading is observed in the picture, then back it down until overloading disappears. Sort of works in conjunction with the AGC control.

Agree with Eric, all paper and electrolytic capacitors should be replaced. A bit of a chore on those sets because of the limited access to the back side of the printed circuit boards.
