If the image looks overly contrasty to the point of being blacked out, and the synch starts to get shaky then you have the synch stab up too high.
If the image has diagonal white lines(retrace lines on the screen) and poor synch, very feeble contrast or a white screen with no image then the synch is too low.
Your horizontal line could be retrace or it could be a vertical issue(lines tend to be formed by deflection circuit issues in the axis perpendicular to the line.
