1. Measure the +275V test point, and make sure it is close to 275V
2. Measure R185B and R186C out of circuit, and make sure they're within 20% of spec
3. Have C223A and C224B been replaced? I wouldn't really trust a 60+ year old electrolytic capacitor which hasn't been used in 40 years.
4. If all of above is good, it means there's excess load on the +135V supply.... figure out why.
