The TV is ACTION brand as the listing title states, and it is definitely color, as the listing title also clearly states.
Look at the first picture in the listing. The bottom of the brand letters are visible to the top left of the CRT, matching the same ACTION letters (placed below the CRT) on this model:

And the red/green/blue color dots are visible at the top right of the CRT in the first picture in the eBay listing, indicating that it is a color set.
