Without pix it sounds like your horizonatal oscillator is running off-speed. Your horizontal customer control is designed to adjust for a proper speed with some slack. You need to find the horizontal oscillator adjustment on the chassis and adjust it to get it near where the customer control can do its job.
That is unless you have not re-capped the set. All bets/adjustments are off unless the caps are good.
