Nice find! Glad you saved it! Thats a 20Y1C48 chassis 1968 model, AGC should be on the back of the chassis. Did you check all the tubes in the set? check out all the tubes, you will be surprised how many will be bad. Typical bad tubes in a zenith of that type:
6HA5, 6GJ7, 6KT8, 6Z10.
The replacement of the 6HA5 rf amp and 6GJ7 mix/osc Should clear up your weak signal problem. A weak 6HA5 will result in snowy picture. When ever I first work on a zenith set, those tubes are always shot, either weak or shorted. Some tests will reveal good emission, but if you lower your tube tester filiment voltage down a click, the needle will fall. Known as a "life test" and I find that critical in TV work. If the needle stays, the tube is fine. A tester that can read for grid leakage, or grid emission is very important too.
