I also seem to recall from some past thread the suggestion of using a plastic listening tube to isolate the source of arcing that can't be seen...Just because you can't see it does not mean that it is in the flyback.

Also if this arcing has been going on for a while and it was inside the flyback then it should have killed the fly already. On roundy color sets once the fly begins to arc internally it usually dies quickly...The same should go for most flys of that era.
