You may have your grounds mixed up. There are 2 grounds.
One is for the power supply primary. Measure across the large
cap on the right side in photo above your black lead. Should
be abt 150 V BTW this gnd is hot. If its low the cap may be going.
For the cold ground use the tuner shield. This is where you
measure almost everything else. Using this ground measure & set
TP4 for 130V.
This will be the same on almost any CRT TV without a real power transformer. Also keep in mind the CRT dag probably dosnt go to ground like most NAP sets of this vintage !
This was probably the last decent NAP chassis built.
They had some flybacks go, supply wiped out by lightning &
I think SAW filters but not much else.
When done also look for cold joints from the hoz drive through
the HV you will find some on almost every TV made.
BTW put up a screen shot if you dont get anywhere.
