Take the cover off and see how many tubes are in it. The more tubes, the more heat will be produced!
If there is only a few tubes, it is a strong possibility, it has a diode heater voltage drop. It should be noted on the tube location diagram. If the diode is shorted, the tubes will receive full line voltage.
