I think the Sanyo Beta was one of the few that retracted the tape back fully into the cassette for rewinding. If so yes it would make a good rewinder.

All the Sony Betas I ever worked on had the tape threaded around the head drum during FF-Rew. Replaced many worn out drums, machined air bearing surface worn slick from rewinding causing stiction and drag on the tape.
