The delay line actually delays the luminance signal by a few microseconds so the picture matches up with the color signal. It consists of a coil wrapped around a long tube that has a ground strip under the coil thus somehow delaying the signal. They seldom go bad, but the ground connection could have broken loose of the circuit board, causing video ringing, thus causing your "ghosts". Way back years ago I had an RCA CTC9 roundie, that displayed the same type of symptoms, the the delay line was actually the culprit. (shorted turns I suppose). In my work as a TV repairman (which I gave up as a income over 15 years ago), I had only run into 2 bad delay lines, and thats because they were physically damaged. The ghosting could also be caused by something else in the luminance circuit, like a peaking coil, etc, and yes, loose grounds are a common culprit. The attached picture shows a delay line underneath an old CTC 11 chassis. It's the long blue thing, toward the upper rear of the chassis. Your will be a lot smaller, but still serves he same purpose.
