Yes, it's the "VX" format.
"VX was a short-lived and unsuccessful consumer analog recording videocassette format developed by Panasonic and launched in 1975 in Japan"
The video quality seems like it would be slightly better than VHS if the tape wasn't so messed up. There are parts of it that play fine so I'll have to upload a clip of that.
