Since you get a picture, I would say the frequency is on, but the shape of the wave, or
the shape of any part of the waves along the way in the osc. circuit may not be right, or
the voltage, or height of the waves may not be right. If the picture is off center, then
something is wrong osc, AGC, Horiz Output. I would begin with these based on your description.....
