Yes, you have got the general idea. Have you restored any tube radios before? If so, doing a B/W TV is not such a huge leap -- more of the same, for the most part. If you have seen your screen light up, you know that the most critical parts, such as flyback transformer and CRT, are operational.

The third page lists a number of TV restoration articles. Of those, the RCA CTC-11 is about the closest in age to yours, although being a color set, it's a little more complicated than a B/W set. Skimming one or two of those articles should give you a general idea what it takes to revive an old tube TV, anyhow.
