Just to clarify
you have max of 23kv with the CRT dark and the HV pot maxed out.
You remove the cap from the regulator and it goes over 28kv
You have tried KNOWN good shunt tubes.
You have check the HV pot (and its ground is good)
you replaced the .0033 grid to cathode cap.
