Probably a 1968 or 1969 - JC Penney used Westinghouse chassis about that same time and it looks very much like a 1969 Penncrest I once had with bad cataracts on the CRT and an open CRT filament. The date code for the Power transformer would tell - it's below the part number in your picture and would be part of a seven-digit number, being the last four digits. I tried zooming in, but it fuzzes right up.
