From what I've read brighteners don't really help electrostatic CRTs.

Did you check these voltages on the CRT ?

pin 2 (cathode) - 0 -220 volts (brightness control)
pin 5 (A1) - 1,600 - 2,400
pin 9 (A2) - 5,000 - 6,000
