I am new to this TV restoration thing as well but have been into radio and amp repairs for 30 plus years so do have some vintage electronics back ground. A lot of folks say that mica caps are very reliable and cause little concern and this is true most of the time but what I have been finding in most every set I have worked in the last little while is that any mica cap used in a coupling application is suspect. If it has a large voltage differential on it I would be looking at it. In my brief experience I have found about 50% of mica caps in this application have issues and if you are having troubles after a recap they are the first ones I look at.
