Your set is according to Sams a M46 chassis. Sams 1814-1.
The horz & vert is a count down circuit. IC600 is sync sep & a
divide by for H&V osc. The 'lytics that are in the circuit are
C801 1mfd
C806 1mfd
C807 33mfd
One of them probably is causing both problems.
25V caps are way fine but what the hell use 50's !
VCC for the IC is pin 11 at 9.3 VDC
There is a start & run source, more on that if necessary.
I will keep out the Sams if you need more.
