Great pictures! As someone else stated: the HV anode cap, does look like it's punctured.

Looks like I didn't read #31 carefully enough.
Run the set in a dark room, with the cabinet removed and the brightness turned down and observe where the arcing is coming from. I could be coming from the screen controls, that are at boost potential.
