I love rare pics like that. 1946-1947 is an interesting time in television. It still was all basically like in the pre-war days other than a stronger interest due to much improved sets. A very limited mixed-bag of mediocre programs. That would all change in '48!
BTW, that actor is Percy Helton. A great character actor in many movies in the '40's and '50's. From Film-Noir to slapstick comedies:
