There seems to be no rectifier and the tube filaments appear to be battery type (thus why I did not call them heaters) so I agree with your guess that it is a battery radio.

Do you have the Collectors guide to Antique Radios? If so look up the maker, look at the models that are battery sets and compare cabinet descriptions, then look up the riders (especially if there is more than 1 match) and see if the chassis matches the riders.
