RE: the slugs are they Hex like allen keys or are they screw driver adjustments? If hex then you need the correct alignment tool to access both from the top....They made plastic hex diddle sticks that had a hex end with a shaft above it thinner than the hex so you could push the hex clean through the top slug then into the bottom one.
Without a schematic to see the use and spec of those caps I can't really advise you much. Sweep stage caps can see high voltage spikes (which tends to kill sweep micas) and may be hard to fully test. If your tester is only able to leakage test below the rated voltage of a cap, and that cap is a likely culprit, then just change it. I've seen caps that only leak above a certain voltage....If you can't test to rated voltage only assume good if the circuit works.
