IIRC, one of the chemicals used in developing color film can also be used to safely clean slides without the color drop. I have a friend that does the restoration of slides and negatives. He uses a specifically designed ($16K)Canon machine to do the scanning work, but does chemical cleaning as well. He just did a whole closet full of slides for one of the local military units - not much on cleaning, but he had to add metadata to each scan from what was written/typed on the frame of the slide - something like 14,000 slides so far.
