That cable gave me a good shock when I got close to it near the top of the HV cage. So I run my probe and it looks to pickup some discharge along that cable back to the HV cage.
being zapped by the CRT hv high voltage is graduation from greenhorn to veteran TV repair person. i cant count how many times i have had the joy of being hit by the reaming charge left in the CRT, it's one of the most exciting things about TV repair, is that you will Never know when you will be knocked on your ass by a hv discharge. anyway. if your cap on your reg has been arcing, then it has been most likely has carbon on it, and is hard to remove, but not impossible.
