You can't fit 10 lbs of shit in a 5 lb bag. Using wideband I and Q wasn't feasible, and using a narrower bandwidth for both was felt to be inferior to using the unequal standard that was ultimately adopted in 1953. Any commercially adopted standard must be a collection of various compromises.
