Back in '66-'67, RCA field reps would visit their dealers periodically, to discuss technical/service issues. A question came up about why the color had such low resolution compared to the luma signal. The rep explained in newbie-freindly terms that the chroma signal didn't need to be high-rez because color is simply "painted into" the BW picture.
