It being off freq might be the source of my problem with not being able to do the AFC setup.
I have a list of caps to get , but I won't be able to do it for about 2 weeks or so.

Given the barberpoling pictures I've seen you post I'm fairly certain your meter is giving you an incorrect reading. If the waveform is not a linear sine wave it is easy for a digital counter to register some multiple of the true freq.
If you have an oscilloscope I'd use that to check the freq if I got a reading that out there.
