I only change them if they test leaky or off tolerance. Just radios in Canada might stock higher voltage micas. Some may criticize the practice (I sure will if the right part is affordable and easy to find), but in a pinch get 2 1000V micas at double the capacitance of the original and place them in series the series pair will be effectively equivalent to the original. Another option might be NP0 temperature stable ceramic caps.
