Here's another version, of same, whose name translates to Contemporary. This one is a bit earlier, and made in St. Petersburg during the USSR, the Mara is a similar design but made in Minsk, Belarus.
Those silver electrolytic capacitors are probably all bad, but replacing them will most likely result in a working TV - they're by far the worst part of Soviet electronics from that era.
