With the old caps still in there, the chances of it working as-is are pretty slim. I would check all of the components in the horizontal output, oscillator, and high voltage sections to start. Do you have any test equipment? A case like this is when having an oscilloscope and B&K or Sencore analyst is a big time saver.

If it is a Canadian model, you might be able to get the service data from Just Radios.
