Actually, the channel numbers used for pre-war FM were, as jr_tech mentioned above, 21-99, corresponding to the last two digits of the 42.1-49.9 frequency range. The 200-300 channel numbers correspond to the modern 88-108MHz FM band, with this chart showing how they're assigned.
