When I designed and measured my speakers in 1975 using Speakerlab woofer drivers, I found they were slightly underdamped for the design, and tacking the right amount of fiberglass over the backs brought them precisely to the needed damping.
It would be interesting to know how they determined the damping needed for that TV, as Small and Thiele didn't write their papers rationalizing speaker/enclosure design for the bass end until 1971.
