That is right. The ceramic terminal strips have a coating of silver in the notches when the ceramic is fired. Silver has the right characteristics to bond with the ceramic. However silver dissolves to a certain amount in regular solder unless the solder has enough silver already. If you use enough regular solder when you replace a part, the metal will come unattached to the ceramic. It doesn't take very much silver in the solder to stop this happening, about 2% I think.
