By vertical line I think you mean Vertical Linearity.
There are two controls which must be adjusted in coordination: Vertical Height and Vertical Linearity. The Vertical Height control mostly stretches and compresses the top of ther image and the Vertical Linearity control the bottom. If the picture has black at the bottom and the foldover you describe, it is a capacitor issue.
The most likely culprit is the electrolytic capacitor in the cathode circuit of the Vertical Output tube which generally goes open. The paper dielectric capacitors tend to leak DC. These are supposed to block the DC and they too need to be replaced.
