Did you look at the arcing from the side of the flyback it is happening on? The camera angle makes the arcing look like it's on the far side of the fly from the camera or in the HV rectifier base behind the fly.
It's a good idea to check HV level before doing anything drastic. The Width pots in predictas have a significant effect on HV as does the load of the CRT. If the width is cranked and the HV rect isn't conducting and thus not loading down the HV, then you could be 6KV above spec and the voltage could be higher than the insulation was designed for thus causing arcing. They often didn't design much head room into flyback insulation so %15 over spec can be pushing the limits of the part.
