Definitely turn up the brightness and remove signal and see if the whole screen illuminates...It looks sort of like it will based on your picture.

If you are watching that image over the air/over a subscription service what could be happening is the show is 4X3 but the station wants to transmit it as 16X9 so they accomplish that by pillarboxing it (adding black bars to the sides of the transmitted picture. Most DTV tuners and cable/sat boxes that support analog TVs will take what the station sends as a 16X9 signal and letterbox it (add black bars above and below the transmitted picture) to make it fit the 4X3 TV....When both letter boxing and pillarboxing get applied to a 4X3 signal before it reaches a 4X3 TV you end up with a small picture with a black border all around. (I've seen it where both letter and pillarboxing were applied more than once in the commercials of a cable TV system and the commercials were TINY little squares 1/4 the screen size).


The solution is to go into the menu in your DTV box (or whatever it is) menu and select CROP instead of letterbox.



There may also be geometry issues (you really should get a test pattern generator or DVD to make the extent of the issue easier to visually quantify ) but others have already fielded good advice.
