the voltage on the plate cap CAN be measured, if IF it is unhooked from the HOT and there are NO horizontal pulses, it should be aprox the same that is going into the damper, the danger is that ANY horizontal pulses or feedback from the FBT can toast your meter, but if horizontal not running, and its unhooked, it's usually safe.
