So I'm guessing its a very similar setup to how a signal generator works?

Because basically isn't a Signal Generator just a tuner minus the front end and amplifier stages?

So is there any way to use an already built Frequency Counter to do this function, or do I have to use the units that the person in the link used, like is there anyway to make that offset circuitry and use it with an already pre-existing (built) Frequency Counter?
