From my own experimenting with my Magnavox converter box I'm seeing closer to 1.5, possibly 2 volts peak to peak. Without a contrast control the contrast is way too much in a low light setting. Of course one could add video signal attenuation, but for my testing purposes there was no need.
Agree cable length is critical.
