That may have been Phil Nelson of Phil's Old Radios in one of his TV restorations. I seem to remember reading about a base that had come off and one of the leads breaking right at the glass. It was not a filament line and so by carefully chipping a tiny amount of glass out around the wire and using conductive epoxy he was able to get the tube working again. The heater wires handle too much current for this to work.
