I don't know if it will do .mkv but I have been using DVD Flick with excellent results. I tried it in 2021 and have burned several thousand hours of video with it since then. I've been using it with Windows XP SP3. What I like the best about it is the adjustable bitrate so if I want to I can cram about 6 or 7 movies onto one DVD.
Everything I have converted to DVD has been MP4 or AVI so I don't know if it will convert MKV files but you could always convert them to MP4 then to DVD.
