Dragging this thread up from the past to add some anecdotal info. Zenith sets were sold in Spain during the 70s that were PAL compatible obviously and had no hue control on them. Mine is similar to the 12A13C52 American chassis but has a couple of missing tubes in the color section (just holes in the chassis) and the audio output was changed to a 6BQ5. I've got the Spanish service manual for it someplace.
They sold the some of the vertical chassis sets here too, none with a hue control.
