There are a lot of other reasons for a dim picture: low high voltage or focus, bad crt screen voltage, low IF amplifying and so on. I think, a dim picture is a good sign that with a little adjustment you can get a clear and bright picture.
BTW: read the questions. The seller will crate it and ship it if you are willing to pay the additional handlings.

Yes these are valid causes of dim picture but in most cases of a dim picture I have seen, a weak CRT (low emission) has been the problem.
