It could very well all be legit. If he paid paypal instantly the sellers could have gave hime feedback upon receipt of payment.
He didn't really get in a bidding war but he just kept uping his bid amount until he finally surpassed your bid.
His other purchases are radio related from different parts of the country so if it's a scam, it's a lot of planning for a $40 item
