My converter is a Sylvania, though it's probably going to work similarly to your converter. In my case, the VHF output is spread out over several channels, such as 2,4, 7, and I think 11 if I remember right. I just find one that doesn't have an in-use VHF station in my area and that's far enough from other VHF stations to not cause interference.

The converter has one oputput terminal to the TV and VHF/UHF inputs. The power knob has VHF and UHF settings, so I assume it's meant to be on whenever it's hooked up to the TV, passing through VHF signals when switched to VHF, and converting UHF to VHF when switched to UHF. The two input terminals are grouped together, so a signal splitter can easily be connected to it, and the ouput pair are a little farther away by itself.

One interesting feature of note is that my converter doesn't have a back cover, and as far as I can tell, it doesn't appear to have been made with one. I can't figure out how a back could have been attached as there are no screw holes or remains of any type of fastener to hold a back on the cabinet. I use it very carefully and make sure when it's in service none of my cats can get at it. As my grandmother always liked to say, cats are highly flammible.
