The large hole is for the UHF numbers to show through when tuned to a UHF channel. If the TV does not have UHF it won't do anything. The hole should be covered with an opaque piece of plastic that serves as a screen. It could be missing or just not showing up in the photo. It is mounted below the hole. All the TVs had the UHF channel indicator wheel and antenna lead. Only those equipped with UHF got the tuner and pilot light. UHF was tuned with the VHF fine tuning knob so there was no separate UHF tuning knob.
The other marks on the front look like paint fade from the Bar-Over-Knob piece. It extended well beyond the knobs.
A close inspection or model number would be required to know if that TV has UHF or is a '56 or '57 model. The Top-Touch-Tuning was used on '56 and '57 models, but the knob layout indicates a '56. It could be either a mid-tier 390 chassis
or bottom tier 330 chassis. If it's a '57 it is actually a '56 carry over and would use a 330 chassis. They are both good products. The 390 is one of Philco's best.
