Im not sure if its the same thing, but ive seen those lines on early 80's 19 inch RCA set once. Seemed like it was something with the tunner. They would only show up on channels 2-6 but was effected in a stange way by adjusting the brightness knob. The lines would also come and go but only on those channels, 2 3 4 at being the worst.
