That's kind of the scenario I was thnking of - the 4.08 being over peaked - like an resistor opened that is supposed to load the peaking coil and damp it. When you are using the IF sweep, the 2nd detector output is just audio rate, so you are right - the video peaking components will have no effect - the coil just looks like a short at those frequencies.
