The white line across the screen indicates there is no vertical sweep. For starters I would replace the vertical oscillator/output tube. If this doesn't restore the sweep, replace the vertical output transformer. Finally, if neither of these dodges gets you your sweep back, check for an open vertical deflection winding in the deflection yoke.

Note: I listed the possible causes for the loss of vertical sweep in order of probability. I'd replace the tube(s) first, as eighty percent of all TV troubles are caused by weak or outright dead tubes.

A final note: Do not leave the TV on if all you are getting is a bright vertical line. The reason is that, with no sweep, you are running a very real risk of burning the phosphors on the CRT screen. If you must leave the set on for any reason, turn the brightness all the way down to minimum.

Hope this helps you get that set working again. The Philco golden grid sets were made with very sensitive tuners (good for use in fringe areas), using special tubes with (you guessed it) gold-plated grids.
